Not true.....the disputed pairing process is integral to the line building process. Submitted DP's are held out of the build pending the determination of their "status" as required by the SIG process. Once they have been "determined" to be either "Final Disputes" or "Not Disputed" they are either permanently held out of the build or incorporated into regular lines respectively.
