I wouldn't actually re-apply until you in fact had the minimums or were very close. An occasional email to HR ("just saying hi") wouldn't hurt, though. Better still to make some pilot acquaintances and maintain contact that way.

And if the job is flying that turbine Goose (?) ... cool!
