The cure is simple, everyone needs to have a vested interest. Simply put, everyone should be paying federal income taxes. Then they will pay attention to where, how and who spends the money.
The budget is, itself, subjective; as large or small as whomever would have it. Politicians will continue to buy votes by switching numbers and redistribution...unless of course
no one had a vested interest to any degree (eliminate income tax).
