I would fully expect "equal access" to those places if LASP is rammed own our throats, yes.
As it stands now, any Part 91 operator can apply for DCA access via compliance of DASSP...but it is VERY expensive, VERY time consuming, and a major-league PITA when you can fly into IAD or HEF and drive into the city for substantially less hassle.
