Another way to look at carry-over: Say you ended up being awarded, and flew, just 1 day of carry-over, at 6 hours, every month fo a year. 6 hours x 12 months equals 72 credit hours; that's 1 insidious extra 4-week bid month of productivity at straight pay you just gave the company for the year! Now, apply this factor to 11 more pilots, and you see how one seniority number is now an "excess". Continue this practice to, say, a population of4800 pilots...!
