25.F.3 refers only to bid month phase in. The January bid month was given precedence because I had R days in February that conflicted with the carryover R days. Those days were removed and added to my makeup bank, thus giving precedence to the current month. She took me off the R days I requested that week, except for the ones she was prohibited by some unnamed internal extra-contractual scheduling policy. Again, she said she would have, but can't.

I agree that 7.G.3.d.ii is a only a request, but it is only this unnamed internal extra-contractual scheduling policy that kept her from granting my request.
