I think your point might be well taken. I say might, because in fairness, I don't actually know what the VP of Flight (or for that matter, the SCP's) job really is. Nor do I know how they are treated by the management above them. In other words, are their decisions, theirs. Are their decisions accepted by those above, and are they allowed to actually influence the outcome or implementation of strategic decisions. Since I don't know, I'll just assume that someone above them is either happy with their performance, or they have gotten lost in the vastness that is FedEx, and as such, they continue to get paid, regardless of how they perform. Sort of like that movie where the guy was fired, but continues to come to work, for a few years.
