So to expand on my perfect answer in post number 2: Yes C/O double deadhead banks are always split between the old and the new month. C/O deviation tickets (expenses) can always be slide into the other month (as long as it is within 3 days of the beginning or end of the trip).

Believe it or not the help file in the FOX system FAQs explains this very well.
Uhhh...According to FOX FAQs...Neither of your answers are correct, yet alone perfect.

I believe the way it works is: Any expenses within 3 days of the end of the carryover trip may be slid back to the previous month. But, only expenses that are within 3 days of the end of the bid month
may be slid forward to the next month.

Carryover trips – the expense transaction or airline ticket date must fall within 3 days of the end of a scheduled carryover assignment from which the crewmember is deviating. NOTE: All expenses related to a carryover pairing can only be slid back to the bid month where the pairing began. No expenses can be slid from the beginning month forward, unless the expenses meet the 3 day rule concerning occurrence within 3 days of the end/beginning of a bid month. (e.g., Trip begins on 29JAN08 and ends on 10FEB08. Any expenses that occur within 3 days of 10FEB08 can be slid back to JAN08. Only if the expenses for 29JAN08 occur within 3 days of the end of the JAN08 bid month could they be slid forward to FEB08)
