The main and ONLY reason for the cell phone rule, is to keep airborne cell phones from cellular congestion ( FIFO ). While airborne, a cell phone that is on, is actually displacing usage in all the ground antenna cells that are within line of sight reception of that phone. Subsequently, this causes legitimate users to be bumped in all the cells that your on phone can reach while airborne(FIFO). It has been such a problem for the telecommunications industry that they used their political pull to enforce this rule through the FCC. I did a biennial for a Verizon telecommunications V.P those were his exact words.
