"O" was asked directly at a Jan 09 LCA Mtg about possible A300/757 FDA in CDG and/or MD-11 FDA in HKG.
He said that opening another FDA in these domiciles would actually make the flying there more "pilot efficient" and that's NOT what we want if we are looking to delay or prevent a furlough.
He stated is takes about 1.5 times as many pilots to run a SIBA op vs having pilots domicilied in those FDAs.
Thus, in the long term --- Yes, FDAs in CDG and HKG....but, not in the short-term with the current overmanning.
Of course, that was his take in Jan....
