There is nothing preventing them from moving on this excess. They can bid just like anyone else. The company is just not flushing people out of those seats. A 27FM with enough seniority can bid to another seat if he so desires.
MEM 27F & MEM 27S are NOT being excessed on this bid (09-02). They cannot bid to relieve excess nor bid to be excessed.
Since there's no vacancies (except on the 09-01 vacancy bid - to HKG) they can't move to anywhere their seniority will hold - they can only move to fill a
vacancy (to HKG)
Maybe on 09-03 when/if MEM 27F/27S are excessed, THEN they can move - but those guys' only choice right now is to bid HKG vacancy.
