First of all, integrating managers is/was/always will be a bad idea for obvious reasons.
Second, there will be no open time in the event of a furlough because it will all be in the lines. There is very little OT now.
The company agreed to an OT ban in the event of a furlough because they knew it won't matter in the long run. They will just dump 99% of the uncovered flying into the lines. If they thought an OT ban would hurt them, they would have never agreed to it.
