If one has a problem with a thread or a post, one should click on the triangle thiny in the lower left corner of the post. That will report the post to the mods and they can collectively decide whether to take action or not. Be sure to state your case as to the TOS violation in the post.

Again, comments like "this thread should be locked" are not welcome at the forums. It's not the proper way to handle your complaint.
