This whole global LOA idea seems far more aimed at mitigating the effect of reduced BLG's and seat movement than it does furloughs. The potential furloughee part of it really seems to be about: a) trying not to leave anyone behind and b)part of how to produce a definitive exit process for 4.a.2.b so we don't go through this process multiple times in our careers. We'll see though.
