Reagan tried Amnesty a few years back, but, Congress modified the proposals in such a way to doom the attempt to failure.

As Californias budget woes spiral into the future, I think it is likely that they may remove the exemption granted to airline crews and attempt to tax individuals domiciled in California. It's easy to visualize CA Govt rationalizing that a significant number of aircrew members are sitting reserve every day in California, and as such, using the infrastructure w/out paying into the system.
Government at all levels seems to be morphing into competing interests, rather than concerned with the general welfare.
One idea suggested by a SFO area loan broker would be to minimize Congress control over the national tax policy by splitting the taxing/spending powers. Kind of a checks/balances proposal.
Would certainly be better if Congress would actually listen/act on some of the reports the GAO puts out.
