Sure it does.
My guess is the Skywest personnel had seniority. Delta can give them the boot and bring in new hires at a fraction of the pay and bennies. I don't think there is a union there, so what's to stop them. A manager probably presented an outline of how to cut ground costs there and the big tuna's higher up patted him on the back.
AMR's been doing a version of this for years. In many of the small/medium cities served by both AA and Eagle, they cleaned house the same and brought in Eagle employees (usually new-hires with a manager transferred from elsewhere).
Usually AA follows DAL, but this time DAL took a page from the AMR playbook.
