I believe the logic is that really the HUD is only needed for near 0/0 landings... Normal procedure at most airlines call for Captains to fly/land extremely low visibility approaches any way (see CATII at your regional)... hence if it was needed chances are the CA would be flying it any way. The technology is expensive so its not worth putting two in.
Yeah, i was talking with some friends at a party last night and we came to the same conclusion, although one could argue that the cost of a second one would be negligable in an aircraft that reportedly costs 1/3 billion dollars....
