The last sentence of the recall letter states:

"Permanet positions will be offered in seniority order based on the resultant vacancies generated by Pilot Vacancy Bid 09-01 and 09-02 and will be effective on your recall date."

The way I read this was that since recalled pilots were unable to bid, they get what's left over, basically we all get ACY.
