Saw this and considered applying, but pay was low compared to other Flight Check posts they've had. Two questions:
1. Is GS-Level you get (if hired) influenced by military-rank held? IE, if you were a senior mil officer, do you go up a notch or two?

I also didn't think I had much of a shot as I assumed it would require AK-Bush time, of which I have none.

As far as the pay Im pretty sure having mil time will get you a either a GS12 or 13. but don't hold me to that. Now the job is posted under a core comp pay scale which is a new scale for new hires. That would be a question for HR.
Our PIC are all GS14. I started as a GS-11 and when I got signed off as an SIC I became a GS-12. In about two years I should be a 14. I got hired with no mil time.
No bush time is required. This job just requires that you can fly without thinking. Its more technical if anything.
There is no retirement age. We got a few guys over 65+. As long as you can keep a first class than your golden.
Like I said I left the airlines last year and never looked back. Just don't apply if this is a job that you want just for the mean time.Because its not gonna work out. This is a low turn over job.
