He would certainly need copies of the signed records, but they can be in any form, not necessarily a traditional logbook....copies, etc.

But there is one question you need to ask the FSDO...can a canadian CFI give instruction that counts for a US rating? The regs do not say you can do this so I'm guessing no, but possibly the FAA can give a case-by-case execption.
