Military covert ops? Considering that this was done out in the open in public, I don't think you would classify this as covert.

The military and the FAA should have released information just prior to the fly-by to local news and police authorities. They didn't have to release that it was going to be an VC-25.

Regardless, people need to relax. One evening, my base had hundreds of phonecalls from the public, 911 dispatchers, and the NJ State Police because of a military aircraft that was in an FAA holding pattern. Many of the people thought the aircraft was circling to hit a building in NYC.
