All bring up some great points and good info. Bottom line it would be illegal to have lower then mins let alone 0 or a negative at ETP. Actually for some flights for example NY to London you may not have legal reserves at ETP. What you can do is file a flight plan from NY to say your ETP alternate. When you get to your ETP and if all is still good (fuel and aircraft) dispatchers can and do, re-plan and refile your flight plan so you can go all the way to London.
