I think the point they're getting at is ... if you aren't properly rested, you shouldn't be flying. If both of them were sleeping in the crew room because they were fatigued, and you are sending text messsages to friends saying that you are tired and you are considering calling in sick ... then yes, you would be violating regulations.

If you don't feel well rested, don't go to work. It is that simple.
