Things I'm sure have changed since I took the AFOQT in 98, but I think the recruiter info you received was not correct. I was a sophomore in college and had not signed an rotc contract and took the test. I was taking rotc classes but never contracted with them and joined the air national guard, so you may want to ask the question again to either a different recruiter or try a local university that has an rotc program. If they didn't allow people to take the test before graduation, there would be no way to determine who was getting a pilot slot in an rotc detachment until after they graduated and that is not the way it goes. Like I said, things may have changed, but I doubt it.
