There are two different incidents/recordings;

The audio recording is from F-16s in USAFE (probably Spang) sometime in the 90s. "Sting" flight. Takes place in flight.

The video is also from an F-16 flight, but in the last 2-3 years. Takes place on the ground before takeoff, and the wingman asks to pull over because he's about to have a problem.
