Stupid or not, it's procedure.
You are getting paid. For every 3.5 minutes during the rotation you are credited with one minute of flight pay, flying or not. For every 2 minutes during your daytime duty day, you're getting one minute of flight pay. You're not just getting paid when the beacon is on.
