No offense, but that is like asking which piece of crap smells the best. Skywest, Horizon, and Air Wisconsin are generally acknowledged to be the best as far as treating their employees. Skywest and Chatauqua will probably upgrade you the quickest.
Having said that, all the regionals seem to stink at this point in time. If you have the flight time, look toward the fractionals.
