I've never heard of any 121 carrier upgrading somebody below ATP mins (1500TT etc.). So upgrade (flight) time is fixed, but time (months/years) is something that can change quickly. Most 121s that fly 1900s upgrade in a little over a year. According to APC the most current CA at Great Lakes was hired in July of last year.
