The necessity for hiring FOs as Flex/LCAs is because the company can't get enough captains to apply for/stay on the job. Instructors got hosed on the current contract and many are quitting. You get what you pay for.
Maybe there are many captains that would take the job - problem is they are no longer going to be captains soon
