If you are talking about the hiring of a furloughed UAL pilot at a UAX carrier, they start at 2nd year pay because thats what their MEC negotiated for them.
SkyWest (or whatever else UAX carrier) pays them first year pay, UAL ALPA makes up the difference.
Being part of a union, it's something their union leadership negotiated for them to help minimize the financial impact to the furloughed pilot.
