The FAA has a process for changing rules. One step in that process is publishing a "Notice of Proposed RuleMaking" (NPRM). There is a comment / question & answer period before any change is made.

Thank you that is a good summery of what I was trying to say, We as pilots need to state opinions regardless of which side we fall on so these laws dont go through unchecked, which will happen if the time to comment expires and no one comments. Thanks for posting that
