I do know a guy who was just denied an LOA that was in pretty much the same boat as you. They told him he was needed even though he had just been displaced and hadn't started training yet. He has since resigned.
I also looked into an LOA with the CP but got the same answer as you. Seems to me that you have to go through the process and officially ask for it to find out if they will accept it or not.
