It has little to do with unions but just depends on what is agreed upon. Industry "standard" is for furloughed folks to have recall rights, but either way it needs to be spelled out in writing. There are non-union flying companies that have furloughed and given recall rights to their pilots. Not sure what the situation is/was at XOJET.
