I'm not saying we are understaffed. I'm saying as long as contingency and marketing shuffle airframes around on a monthly basis, the bodies will always be in the wrong seats. Therefore we need excess manning and JAs to operate the system.

It also explains why we need more managers, especially in ANC. When over half the base commutes, who is left to cover JAs. Even the high credit *****s can't get into position for JAs in ANC.
