Both pilots did have at least 1500 at the time of the crash. You are also correct that the FO was hired with that time. You never mention that the Captain was hired by Gulfstream with 400, Colgan around 650. He wouldn't have been hired if this law had been in place.
So the 23000 hour CA should be judged because he had his first flying job at 200 hours? What about his FO that had 2500 hours and hired with 1700, she also couldn't get out of a stall.
