I agree, this is an interesting point.

I wonder how this would effect the enrollment / educational tracks / cirriculum, etc., at places like WMU / UND / ERAU / Other 141 training giants?

Imagine, they can no longer say, "All you need is 250 hours and we can get you a job."

They will say, "We will get you your certificates, then it's up to you to be dedicated and get some time under your belt."
