Right after the merger between NWA and Republic a MD80 took off from DTW with the flaps up and crashed. A lot of other circumstances contributed to the accident but that is when the NWA checklist was changed to call for the flaps on taxi-out. Is it necessary? Probably not. Does it hurt? Probably not.
We should not get too hung up on checklist verbage as long as we fly a safe jet!
