The ammendment is going away, that is for sure. The effective date has not been anounced though.

In regards to the domicile issue, here is my understanding of it.

In each class, a senority list is created with the oldest getting the #1 spot. The class is then ordered from oldest to youngest.

The class then "bids" for their domicile with the most senior (oldest) again getting the 1st pick.

Depending on the time of the class (literally time of year), there are openings in different bases at different times. There is no guarantee of a certain number of spots being availible at any base. Each class simply fills the holes left by others moving around or upgrading.

Generally, I understand that someone could bid Dallas within a year, but again it varies every month as people move and upgrade. Holding a hard line could take an additional year.
