A FAA CFI can give training in a N registered plane anywhere. There are designees that go to England to give checkrides where all the training was done in Europe and the student lives there. There is relief for night flying requirements in Alaska for the PVT and COM and X-C relief for pilots on small islands for the PVT. Otherwise the Feds don't care.
