i imagine even non-union companies have a contract to sign. i believe jetblue pilots all have an individual contract. with their supposed pay raise, they got one in the mail, signed it, and sent it back in. now they are waiting for the company to actually start paying on it. . . (i think this is right).
and the point is that maybe VA will raise its pay eventually (whether there is a "contract" or not).
