TSA's contract does not require positive space back to base. We went through this with them a few years back. It says "class 4" positive space which was some old TWA computer code that only meant you were at the top of the standby list. As it was once explained to me the UAL policy is that they are penalized it they bump revenue because UAL buys ALL of the seats. Since TSA sucks, they would rather leave you behind.
