Yes I think that is fair. I just don't think you are going to get 2000 RAH pilots to agree that all Midwest guys should be recalled if it means that 300 RAH guys take their spots on the street. I say integrate everyone with relative seniority , even furloughs. However nobody gets put on the street that is an active pilot. Even if that means that someone with more seniority is currently furloughed. Once the pilot is recalled (first rights onto their original airline) from furlough they just take their spot in the new integrated space of the seniority list. With a few year airline lock...
