91 or 135?
Can anyone provide insight to this situation? I'm trying to avoid calling the FAA.
Company A. is somehow getting business and lots of it, however they don't have the money to buy/maintain/staff etc a 2nd plane. So they contract to company B. I've found that if A. has an extra pax that they give to B.; B. must be a part 135 certifcated carrier. However my question is if company B. says "we will only carry pax between states X.Y.Z." is that enough "exlusion of the general population" to place company B under part 91?
