Part of the problem (or a big part of the problem I guess) is finding out what we're going to use as a terminal while this is all going on. I mean these days, we're using hardstands as it is just for normal ops. I can't imagine what it will be like during construction.
FEMA has offered up a few thousand trailers that do not meet the government specifications for human habitatation. That being said, they are still an improvement from what we have now.
