No, you are not wrong. Not only is Delta maxed out on 76 seaters and not allowed to get anymore, but you can expect to see the mainline pilots start pushing to recover that flying to mainline. While the odds of that actually happening are very long, I would be very suprised if any more scope is given up. At this point, even the senior widebody captains are on board for scope tightening.
