By the time we bring sec 3 to the table, the Co. is gonna look back and say:
"we've giving you enough, shut up and go to work",
and
"if you don't like it, grieve it, we've got time!!!"
From my limited understanding... the reason section 3 comes near the end is because the company would say as you say "we've giving you enough, shut up and go to work" IF we worked out a pay scale right away. if we work out all the details of the contract...then say hey look we want this...this is what Southwest, Alaska, JetBLue, etc make....then we make out better. does it work better? I dunno...but this is what I understand to be in the ALPA nego play book.
