if RDG or something like it were offered all the time, and a certain # of pilots took advantage of it, then they would need more bodies to cover all the holes. (Unless other pilots picked up the slack. )

However, with a credit cap, they would have to hire more (not a lot, though.)

UPS would probably be against this because it costs more to hire extras, rather than have existing pilots fly overtime.
