You are incorrect. It was a special bid to give people a shot at Express captain, a handful of people took advantage of it--thereby displacing a handful of people. Moot point as the base closure did indeed follow. Some guys specifically came down just to get their 737 type rating--just in case. Talked with many of them.
I just went through every section of the 01 contract on express. No mention of a special bid. There was a bid because the better work rules on express required more captains. No one was displaced however.
