FedEx should have been forced by the FAA years ago to fall under Flag/Domestic rules but it has always been in the best interest of FedEx to stay under the Supplemental rules. FedEx has been a "scheduled" carrier since the mid 80's.
Two things have driven the move to Flag/Domestic.
- "potential" fuel savings for not always having to list an alternate
- need to be Flag carrier to get "ultra" long range ops approved for B777. (this is a moving target to say the least with the FAA)
As far as whether any "negotiations" went on, I will leave that one to the experts. Not sure what would need to be agreed on though. I think this change will be welcomed by most, it is about time our dispatchers become required equipment. We have always had flight followers with certificates but their certs will be now be on the hook. FDX will finally have a operation that runs like a real airline regarding this area. Although, to date, I believe our Dispatchers are actually managed by a division OUTSIDE of the airline!
Can't bring on the change fast enough for me.
