Because they are not (I repeat NOT) hiring you as a First Officer with a promised upgrade to Captain someday, they are hiring you as a First Officer with a possibility of upgrading to Captain someday.
Aviation does not have to be different since there is a sufficient amount of qualified pilots for the Captain slots where they will not have to pay for employees to obtain experience elsewhere in order to fill vacancies.
Following is not directed at Wags:
Pilots who are worried about not having sufficient PIC time should have obtained their experience before entering the airline industry, not only is it a good idea to have experience making your OWN decisions (not ERAU or ATPs making them for you), before you get into an aircraft worth $15+ million. Also, wouldn't it be great to have a backup plan for if/when you get furloughed from the airline you're working for, like going back to the Part 135 outfit or flight school or dropzone you were working for prior?
